St. Norbert College Alcohol Sanctions

Violations of the St. Norbert College alcohol policy are of two types: Status Offenses and Non-Status Offenses. Status offenses apply to underage (under age 21) students who have consumed or are in possession of alcohol but are not otherwise causing a disturbance and do not appear to be intoxicated. Non-status offenses refer to individuals of any age who consume alcohol and behave in ways that are harmful to self or disruptive of the St. Norbert College community for the De Pere community. Such behaviors can include, but are not limited to, vomiting, slurred speech, difficulty balancing, unconsciousness, aggressive behavior and damage to property. Differentiating between status and non-status offenses is based upon the behavior of the individual and the judgment of the adjudicator.

Reports of alleged policy violation are documented by Residential Education and Housing staff members and/or Campus Safety staff members. The College receives notification of students cited off-campus for violations of Wisconsin State Law via written reports from the De Pere Police Department or officials in the greater Brown County community.

Students found responsible for violating the College alcohol policy will be sanctioned according to the following guidelines for status and non-status offenses: 1) Students found responsible of a combination of status and non-status offenses over time can be sanctioned at a higher level at the discretion of the adjudicator; 2) Sanctions are cumulative--recorded from year to year.

A file is maintained in the Office for the Vice President for Student Affairs and Dean of Students for each student who receives an alcohol or drug violation. In accordance with FERPA guidelines, a student may examine his or her file upon request.

Status Offense Sanctions
Sanction for First Status Offenses
  • Report placed in student's conduct file in the Residential Education and Housing Office and in the Student Affairs Office.
  • Hall Director will educate the student regarding the effects of the alcohol violation on the student and his/her living environment and impact on academic achievement.
  • Fine of $50 (deposited in alcohol education fund).
  • Completion of the AlcoholEdu web based class with at least an 80% grade. If the student does not complete the class with a passing grade of 80% within two weeks of receiving the sanction, the student will be fined $150.00. Students may retake the class as many times as they wish to within the two week period, but the student will be charged $25.00 per class after the initial charge of $50.00.
  • Additional sanctions as determined by the Hall Director or the administrator handling the case.
Sanction for Second Status Offenses
  • Report placed in student's conduct file in the Residential Education and Housing Office and in the Student Affairs Office.
  • Fine of $100 (deposited in alcohol education fund).
  • Completion of an alcohol assessment with the Lead Psychologist or designee of the Counseling and Testing division of Health and Wellness Services.  The student sanctioned to complete an alcohol assessment must contact the appointment desk at 403-3266 within two business days after notification to schedule an appointment.  Students who don’t keep the scheduled appointment will be charged $50.00. The student must complete any and all recommendations resulting from the assessment within the time period specified by the assessor.
  • Conduct Probation for the duration of the current semester and following semester.
  • Restriction of housing options for the following academic year.
  • Educational sanctions as determined by adjudicator, that may include repeating the AlcoholEdu web based class.
  • Notification of parents (via letter) by the Hall Director or appropriate college administrator.
Sanction for Third Status Offenses
  • Report placed in student's conduct file in the Residential Education and Housing Office and in the Student Affairs Office.
  • Fine of $200 (deposited in alcohol education fund).
  • Possible alcohol reassessment with the Counseling and Testing Lead Psychologist or designee.
  • Disciplinary Probation which may prohibit the student from representing the College in any official capacity (i.e., athletics, officer position, etc.) for the duration of the semester and the following semester.
  • Additional sanctions as determined by the Hall Director or the Administrator handling the case.
  • Notification of parents (via letter) by the Director of Residential Education and Judicial Affairs or the Assistant Dean for Campus Life.
Sanction for Fourth Status Offenses
  • Automatic, immediate dismissal from SNC for a minimum of one full semester in addition to the current semester.
  • Reinstatement contingent upon satisfactory completion of an evaluation at a recognized AODA treatment facility and completion of any recommendations from that assessment. Written document from the treatment facility must be forwarded to the Lead Psychologist for review after which the Lead Psychologist will forward a recommendation regarding reinstatement to the Assistant Dean for Campus Life.
Non-Status Offense Sanctions
Sanction for First Non-Status Offenses
  • Report placed in student’s conduct file in the Office of Residential Education and Housing and in the Office of the Vice President of Student Affairs and Dean of Students.

Sanction for Second Non-Status Offenses
  • Report placed in student’s conduct file in the Office of Residential Life and in the Office of the Vice President of Student Affairs and Dean of Students.
  • Minimum fine of $200 (deposited in alcohol education fund). 
  • Disciplinary Probation which may prohibit the student from representing the College in any official capacity (i.e., athletics, officer position, etc.) for the duration of the semester and the following semester.
  • Possible alcohol reassessment with the Counseling and Testing Lead Psychologist or designee.
  • Additional sanctions as determined by the administrator hearing the case.
  • Administrator will discuss with the student potential sanctions should there be any subsequent alcohol violations.
  • Notification of parents/guardians by the Assistant Dean for Campus Life.
Sanction for Third Non-Status Offenses
  • Report placed in student’s conduct files.
  • Disciplinary Probation for the duration of the student’s enrollment at the College which may prohibit the student from representing the College in any official capacity (i.e., athletics, officer position, etc.)
  • Probable dismissal from the College for a minimum of one full semester in addition to the current semester, depending on the seriousness of the alcohol/behavioral problem (i.e., potential risk to safety of health or others) as determined by the Assistant Dean for Campus Life.
  • Notification of and meeting with parents/guardians as coordinated by the Assistant Dean for Campus Life.
Sanction for Fourth Non-Status Offenses
  • Automatic, immediate dismissal from SNC for a minimum of one calendar year
  • Reinstatement contingent on satisfactory completion of an evaluation at a recognized AODA treatment facility and completion of any recommendations from that assessment. Written document from the treatment facility must be forwarded to the Lead Psychologist for review after which the Lead Psychologist will forward a recommendation regarding reinstatement to the Assistant Dean for Campus Life.
