Additional information on COVID-19 vaccination plans

Dear SNC community,

We’d like to share more information about the college’s COVID-19 plans for the 2021-22 academic year. As shared in last week’s email to students, faculty and staff, the college believes the highest possible level of vaccination among our entire community is the best way to get back to normal college life; to ensure another successful year of living and learning on campus; and, most important, to protect ourselves and others from COVID-19, particularly those who are unable to receive the vaccine due to age or medical condition.

The college is not requiring COVID-19 vaccination at this time, but it does expect those who are not yet vaccinated to continue following the health and safety protocols that were implemented during the 2020-21 academic year. These protocols, which follow local, regional and CDC public-health guidelines and recommendations, helped us successfully live, learn and work on campus safely last year, and they will allow the college to continue providing a safe and healthy environment for all on campus. Protocols continue to be developed in consultation with local public health officials based on virus activity at the college and within the city, county and state. The college and public health officials will continue to monitor virus activity (to include new and emerging variants) and revise campus protocols as needed throughout the academic year.

Some programs, particularly those that engage with outside partners (such as study abroad, student-teaching, internships or community-engaged service), may require students to be fully vaccinated against COVID-19. We recommend students who can get the vaccine do so to avoid any complications with curricular or co-curricular activities that may have COVID-19 vaccination requirements. At this time, athletics is not considered a co-curricular that will require COVID-19 vaccination; student-athletes will receive more information on safety protocols from the athletics department as it becomes available from the NCAA and the college’s conference partners.

The requirements of students and employees — both vaccinated and unvaccinated — are listed in more detail below.

Important Reminder
While we are all eager to return to campus this fall with fewer restrictions surrounding events and activities, it’s important to remember that many in our community will continue to be impacted by the realities presented by the COVID-19 pandemic. Please respect anyone who wears a mask or physically distances, and continue showing one another the kindness, compassion and understanding that are hallmarks of our St. Norbert College community.

Student Incentives
Last year, our students showed us time and again how much they care for the health and well-being of their peers. To thank you for all you’ve done for one another, and to encourage you to continue making the safety of others a priority, the college will offer incentives to students who are fully vaccinated against COVID-19, as well as those who are not yet vaccinated but who consistently adhere to the college’s health and safety protocols. Students: Let us know what incentives you’d like to see!

Student Requirements and Expectations

  • Those not yet vaccinated against COVID-19:
    • Entry testing: Provide proof of a negative test result within five days prior to your arrival on campus by uploading test results to the confidential Health Services Patient Portal (Medicat Connect). The college implemented an entry-testing requirement in Spring 2021 to allow us to identify students who are COVID-positive, but may be asymptomatic or have mild symptoms (and therefore unaware that they are COVID-positive), before they arrive on campus, thus reducing spread. 
    • Participate in surveillance testing. Students will be charged $20 per test to cover the cost. The frequency of testing will depend on many factors, including virus activity on campus and in the community as well as the number of students who are unvaccinated. Surveillance testing helps alert the college to possible increased spread of COVID-19, allowing the college to intervene as quickly as possible and minimize any further spread. 
    • Mask indoors except when eating/drinking or when in your own campus residence, and observe physical distancing of 6 feet or more when able. Masking and distancing continue to be effective tools in limiting the spread of COVID-19 among those who are unvaccinated.
    • If identified as a close contact of a positive case of COVID-19, unvaccinated students must complete 10 days of quarantine off campus. On-campus quarantine facilities will not be available during 2021-22. Students must either return to their permanent residence for quarantine or find alternative accommodations off campus, at the student’s expense.

  • Those fully vaccinated against COVID-19:
    • Provide proof of vaccination to Health Services, if you received your COVID-19 vaccination outside of Wisconsin. (Records of those vaccinated in Wisconsin are automatically linked to the college’s medical records system.) Upload your vaccination records to the confidential Health Services Patient Portal (Medicat Connect) by Aug. 1, 2021. Students without vaccination records on file will be among those expected to continue participating in entry and surveillance testing.
    • Bring your vaccination card (or other proof of vaccination) with you when you arrive on campus for the fall semester. This will be the most efficient way to demonstrate vaccination status if groups other than Health Services require it.

As commuter students are expected to attend in-person classes and have the ability to participate in co-curricular programs and events, they will be held to the same expectations as residential students.

Employee Requirements and Expectations

  • Those not yet vaccinated:
    • Mask indoors except when eating/drinking or when in your personal workspace.
    • Observe physical distancing requirements of 6 feet or more when outside of your personal workspace.
    • If identified as a close contact of a positive case of COVID-19, unvaccinated employees must complete a minimum of 10 days of quarantine and be symptom-free before returning to work on campus. The COVID-19 leave policy implemented in 2020 has been rescinded; you may need to use vacation or personal leave if you do not have permission to work from home during quarantine.

  • Those fully vaccinated against COVID-19:
    • Provide proof of vaccination to Health Services, if you received your COVID-19 vaccination outside of Wisconsin. (Records of those vaccinated in Wisconsin are automatically linked to the college’s medical records system.) Upload your vaccination records to the confidential Health Services Patient Portal (Medicat Connect) by Aug. 1, 2021.

Note: All members of the community, whether vaccinated or not, who test positive for COVID-19 must isolate off campus for 10 days from symptom onset (or test date if asymptomatic) AND until 24 hours after fever resolution without medication AND symptom improvement. Students must either return to their permanent residence for isolation or find alternative accommodations off campus, at the student’s expense. Employees may need to use vacation or personal leave if they do not have permission to work from home or if they do not feel well enough to do so during isolation.
