Benefits: Cell Phone Stipend

Applies to: All faculty and staff

Purpose: To provide a stipend to employees who require access to a cell phone because of the nature of their work. The stipend is intended to offset the phone’s costs and to protect the college and its employees from tax liability by ensuring compliance with the Internal Revenue Code (IRC) and its corresponding regulations.

Policy

Employees who hold positions that include the need for a cell phone may receive a monthly stipend to reimburse them for business-related costs incurred when using their personally-owned cell phone.

This stipend does not constitute an increase in base pay. Thus, it won’t be included in the calculation of percentage increases to base pay due to annual raises, job upgrades, bonuses, benefits based on a percentage of salary, etc.

Employees are eligible for this stipend if one or more of the following criteria are met:

  1. The employee’s job requires considerable time outside of their assigned office or work area, and it’s important to the college for the employee to be accessible during those times.
  2. The employee’s job requires the employee to be accessible outside of scheduled or normal working hours.
  3. The employee’s job requires wireless data and Internet access that is not available through existing work equipment.
  4. The employee is a designated first responder for campus emergencies.

Procedure

If you meet the eligibility criteria, request your monthly stipend using the cell phone stipend agreement form. Link to the form. In the agreement there will be a link for a job aid that supervisors can use to make the request in Workday.
