State of Wisconsin loans for college

St. Norbert College receives a set amount of funds to award each year in the following loan programs from the Wisconsin Higher Educational Aids Board (HEAB). HEAB is the state agency that oversees the management of these Wisconsin state loan programs. Amounts vary by year based on availability of state funds.

Each loan program has different eligibility criteria and loan forgiveness options. All Wisconsin state loans require students to be a resident of Wisconsin and U.S. citizens or permanent residents who have completed the Free Application for Federal Student Aid (FAFSA).

If you are interested in being considered for these loans, please email financialaid@snc.edu expressing your interest in a specific Wisconsin loan and a financial aid counselor will follow up with you.

Wisconsin Minority Teacher Loan

  • Resident of Wisconsin, as determined by Higher Education Aids Board, and registered with the Selective Service, if required.
  • A minority student, as defined by state statutes (African-American, Hispanic, Native American or Southeast Asian from Laos, Cambodia, Vietnam, or identifies as Hmong).
  • Enrolled at least half time in a teacher education program in a discipline identified as a teacher shortage area for the state of Wisconsin by the United States Department of Education. Details can be found on the State of Wisconsin Higher Educational Aids Board website.
  • Have a sophomore, junior or senior status in a teacher certification program or bachelor's degree with enrollment in a teacher certification program.
  • Have a cumulative GPA of 3.0 or greater.
  • Agree to teach in an elementary or secondary school in the city of Milwaukee.

Awards range from $250 up to $10,000 per academic year with the total borrowed not to exceed $30,000. St. Norbert College selects eligible students and determines each student's loan amount, subject to availability of funds.

The interest rate is a fixed rate of 5 percent. Loan recipients, who meet ALL of the following criteria, will be granted 25 percent loan forgiveness per school year:

  • Licensed by the Wisconsin Department of Public Instruction in a high-demand discipline as indicated on the recipient’s loan agreement.
  • Employed by a public or private elementary or secondary school in the city of Milwaukee as a full-time teacher in a high-demand discipline as indicated on the recipient’s loan agreement.
  • Receive a rating of proficient or distinguished on the educator effectiveness system or the equivalent in a school that does not use the educator effectiveness system.
  • Submit to HEAB a completed employment verification form at the end of each academic year.

  • File the Free Application for Federal Student Aid (FAFSA).
  • Eligible students who are offered the Wisconsin Minority Teacher Loan will receive an email to schedule time to complete the necessary loan application.

Wisconsin Teacher Loan

  • Resident of Wisconsin, as determined by Higher Education Aids Board, and registered with the Selective Service, if required.
  • Enrolled at least half time in a teacher education program in a discipline identified as a teacher shortage area for the state of Wisconsin by the United States Department of Education. Details can be found on the State of Wisconsin Higher Educational Aids Board website.
  • Have a sophomore, junior or senior status in a teacher certification program or bachelor's degree with enrollment in a teacher certification program.
  • Have a cumulative GPA of 3.0 or greater.
  • Agree to practice full-time as a licensed teacher (with full-time teaching licensure) in Wisconsin:
    • For the term of the forgiveness period; and
    • In an elementary or secondary school located in the city of Milwaukee or a county defined as “rural” as defined by the State of Wisconsin Higher Educational Aids Board website; and
    • Be hired to work and utilize the discipline specified with loan agreement, defined as a teacher shortage area by the Federal Department of Education, details can be found on the State of Wisconsin Higher Educational Aids Board website.

  • Obtain a teaching license from the Wisconsin Department of Public Instruction of a permanent type.
  • Be hired as a full-time teacher in an elementary or secondary school in the city of Milwaukee or a county defined as “rural” as defined by the State of Wisconsin Higher Educational Aids Board website.
  • Employed utilizing a discipline defined as a teacher shortage area by the Federal Department of Education, details can be found on the State of Wisconsin Higher Educational Aids Board website.
  • Receive a rating of proficient or distinguished on the educator effectiveness system or equivalent (in a school that does not utilize the educator effectiveness system).

  • File the Free Application for Federal Student Aid (FAFSA).
  • Eligible students who are offered the Wisconsin Teacher Education Loan will receive an email to schedule time to complete the necessary loan application.

Wisconsin Nursing Student Loan

  • Resident of Wisconsin, as determined by Higher Education Aids Board.
  • Enrolled as an undergraduate student in a participating UW, Wisconsin Technical College, or private, non-profit post secondary institution in the state.
  • Enrolled at least half-time in a degree or certificate program leading to a nursing license (RN or LPN).
  • Intend to graduate within four years if attending a college or university or within two years if attending a technical college.
  • Maintain Satisfactory Academic Progress.
  • Must demonstrate financial need.
  • Agree to practice as a licensed nurse in Wisconsin for the term of the forgiveness period.

Awards range from $1,000 up to $3,000 per academic year with the total borrowed not to exceed $15,000. St. Norbert College selects eligible students and determines each student's loan amount, subject to availability of funds.

The interest rate is a fixed rate of 5 percent. If the student practices nursing full-time in the State of Wisconsin, 25 percent of the loan will be forgiven in the first year and 25 percent in the second year. The maximum forgivable amount is 50 percent of the amount borrowed.

  • Eligible students who are offered the Wisconsin Nursing Loan will receive an email to schedule time to complete the necessary loan application.
